This is a bully terrorizing a little boy half his size. Bullies are cowards, never fighting people their size because they are afraid they will lose the fight and their "tough guy" reputation. As shown here, a yard duty(teacher) takes a different approach on bullying and instead encourages the child to, apparently, "finish him."
